Mediterranean Libraries: Cultural Bridges from South to North

Abstract
Cultural exchanges in the Mediterranean, supported by the Barcelona process which aims to facilitate the opening of dialogue, are still very fragile. After 15 years of existence, the Euromed partnership programs (EuroMed Audiovisual, EuroMed Heritage II and III, etc.) sponsored by the European Community, and supported by various voluntary stakeholders, such as (Anna Lindh Foundation) still have limited impact and precarious effects.
- Methodologically, the aim of this paper is to produce a state of the art of cooperation projects on many aspects concerning libraries and information, i.e. EuroMed Infocentre
- A critical analysis must be undertaken to reach the general question underlying this discussion, which is related to difficulties in establishing lasting partnerships useful for the public action.
- In a third step, we must foresee an optimistic outlook by highlighting good cooperative practice that was established by the cultural actors, and we must produce recommendations in terms of institutional exchange actions, and associations related to different actors in the Mediterranean arena of information and communication.
